SENATE CONCURRENT RESOLUTION NO. 3

Endorsing the Medicaid Community Attendant Services Act, a bill
currently before the United States House of Representatives,
designated HR 2020, and petitioning our congressional
delegation to support passage of the act.
Whereas, Many people with disabilities use personal
attendant services for activities of daily living such as
bathing, toileting, feeding and dressing; and
Whereas, Medicaid dollars for attendant services are under
each state's jurisdiction as an option; and
Whereas, About two out of three people with disabilities are
unemployed or underemployed in part due to lack of personal
attendant services; and
Whereas, the Medicaid Community Attendant Services Act,
MiCASA, a bill currently before the House of Representatives of
the United States, also called HR 2020, is set to provide for a
National Attendant Services Program from existing funds;
therefore, be it
Resolved by the Legislature of West Virginia:
That the West Virginia Legislature endorses MiCASA (HR 2020), the Medicaid
Community Attendant Services Act, and petitions our SsState's
Ccongressional delegation to actively support the passage of the
Community Attendant Services Act; and, be it
Further Resolved, That the Clerk of the Senate is hereby
directed to forward a copy of this resolution to the members of
the West Virginia Ccongressional delegation.
